Welcome to the Civil Service Examination Blog

I am Jed Tedor, a Civil Service Professional Passer and a Registered Electrical Engineer. I took the civil service professional eligibility exam when I was 21 years old, in Cagayan de Oro, Region X on a Sunday morning of July 27, 2008. It was a tiring day overall, I got knocked off in the theatre as I watched The Dark Knight, which was showing at that time. The result was released around October of the same year, I nearly forgot about the exam as I thought I had failed it. It was, after all, very very difficult. About 52,000 took and luckily I am one of the 5, 286 who passed it. It was a very a good feeling to have passed a qualifying exam. To what the exam qualifies for, I didn't know. I took the exam as a practice exam for my upcoming electrical board exam, which I took a year after.

ABOUT THIS BLOG: This Blog post will tackle about the exam process, i'll post my certificate and sample pictures here, I'll post the results and exam schedule. It will talk everything you need to know about passing the civil service examination.. Pls. follow me as I will continue on posting as the days go by. I hope this blog helps those who will take the exams for the first time and help realize the past mistakes for those who have failed it.

The Rating System of the Civil Service Career Examinations - Paper and Pencil Test

The important thing you should know is that you don't need to get 80% of all the questions right. Yes, it does not work that way!! CSC has a quota!! ..which is 8 to 12% of the takers would only pass the exam!! Believe it or not, you will be ranked based on your score. Ranking the real scores from highest to lowest, the top 8 to 12% (or whatever their quota is) will get the passing scores (80+ ratings). In our time, the top one got an 89 rating.

Here is a photocopy of my certificate as an example.
The exam is divided into 4 categories, Verbal, Analytical, Numerical and General Information.

I was quite sure I failed the exam because of the verbal usage part, I got 83.72%, which is quite shocking for me at first (since I did not know the score system then) because I'm sure I only got less than 50% correct of the verbal usage exam. It was that difficult! But because the system ranked my score  highest to lowest, I got the 83.72% score. I was pretty confident with the analytic and numerical exams though (since this is my thing), I got very good scores while I was practicing on the reviewers. If you noticed I failed in general info, the questions was about laws and constitution and I sucked at it. I barely survived my Political Science and History in college. hehe.

I know this fact and I'm sure about it because it is the same with PRC board exams. They use the same system in Electrical Engineering Board exam, they use the quota system.

When you get your own certificate of eligibility, you have the option to change your picture with the same format, which will be permanently attached to your certificate because the Civil Service dry seal will be pressed on your picture..

I started reviewing in the review materials you've shared bec. I printed them all. I noticed in the NUMERICAL ANALOGY most the answers are incorrect?     1. yeah me too, I encountered those. However, I would like to thank you because I just passed the test. I printed out your review materials and studied those.. Though nothing even one appeared on the test, at least I was able to practice such.. so Thank you thank you. :)

  4. Yeah.. It's for real.. believe it or not.. but not exactly 10%, about 8 - 15%.. If you noticed, the 80 passing mark is not in percentile.. think about it.

  6. i got 65 in numerical and gen info, yet i passed the exams because i got 80+% in the analytical and verbal. i am still wondering how i passed the exams when i failed the two competency areas. im still thinking tho because i may have skipped one item that's why i failed the last two tests. nonetheless i passed with 67/100 score.

  7. gen. info is only 5%.. You can calculate your rating this way: [(verbal+analytical+numerical)/3]x 0.95 + GenInfo x 0.05
    See if your score passes 80%. I have calculated your score, You must have an 89 rating on your verbal and analytic.. that's pretty impressive..

  9. your computation is not applicable in my time, with one year difference only actually. in my cert there is no percentage but the number of items: anaytical and verbal 45 items, numerical 40 items and gen info 20 items.

    i tried 75%+20%+5% computation. i got the passing rate.

  10. hmmm.. that does not sound right.. does it say your final rating?? Could you please type what's written in your certificate.. I'm a little confused with the 67/100 you have mentioned. I looked at my certificate and the 79/100 stated there is only the decimal part (the .79) of my 85.79 rating.

  11. hi jed! nabalita ko each year nagbabago raw ang test questions. how true? at nabasa ko sa blog mo dito na same questions during exam yung nasa reviewer sa pinost mo dito. so pano yun ng kung each year nagbabago nga ang test question? confuse po ako.

  12. they always change the questions in every exam, although past questions may make it back to the test papers.. I never said it was the same, maybe similar, but not the same..

  13. Mr. Tedor do u have an idea on how to know the rating in the CS exam? I only saw the NOTE for those who failed the exam. Before, i remember that together with the list of passers are their ratings but now only the name appears and the exam nos.

  14. You only get to know your score, once you get your certificate. I didn't get my rating until I saw this certificate, which is also the same case when I took my engineering board exam. They only offer those who failed the exam the chance to know the scores.

  15. Sir are all the answer keys given in the number analogy are correct? I tried to answer some of the questions and applied the techniques that I learned from my review class and even my co reviewers also tried to answer it and all of us had the same answers but the answer Given from the answer key is different. Sir Jed..regarding po sa Exam(PPT-Prof)hmm ask ko lang po in the general info test.... kasi my friend di niya makuha ng mataas na score..nasasagutan nman niya lahat ng question..pwede po huminge technique para to make it perfect kasi 62.46 lang nkukuha niya..she was trying kumuha kasi ng exam again by month of october 2012 pra handa po..and baka my actual reviewer narin po kayo ng for the month of October 2012 much better to review kahit walang answer..

    1. I don't know if the system has changed, 4 years ago, I have to wait for a letter from the CSE saying that I could now get my Eligibility Certificate. As I could remember, the requirements were a valid ID and a Passport Size picture

Hello i got my my score already through online report of csc because I failed in the examination, and i was wondering why is it that my my average was quite wrong my verbal is 59.49, analytical is 59.69, numerical is 60.82, and my gen. info. is 44.68.....why is it that my rating is just 57.55????Can you please explain it to me...     1. I calculated your score and it is 59.23
      [(59.49+59.69+60.82)/3]*.90 + 44.68 * 0.10 = 59.23
      maybe, they have changed the percentage. Sorry, I don't know. They got my rating correct though. Try double checking the scores and call CSC, they should at least correctly calculate the final ratings. Thanks for sharing

    I took CSC PPT Prof last may 27,2012. Still, swerte na nman. Pasado ulit peo ndi q pa nakukuha ung COE q kaya di q pa alam skor q. Just wanna ask lang if ung picture that i need to pass for the certificate is pwede bang ndi kapareho nung andun sa seat plan at test permit? wala na kc aq extra copies. meon natira, un nlng andun sa test permit. pwd na kaya un? o pwd papic nlng ulit aq ? salamat.

    1. Can I ask for your score, the year you took the exam and what is written in the certificate. Mine is correctly calculated based on the 95% and 5% computation. If it does not match, then maybe there is something going on with how they calculated you score, an error maybe.

      Yes, I strongly believe that our score is ranked from highest to lowest. Those who got the higher 10% will receive the 80+ rating. As for the calculation your rating, it should be in percentile as indicated in the table.

  27. one to two months after the result, you can just call your local csc office. Don't wait for the letter, it may not arrive, if you have a friend who also passed and have gotten the letter, then yours maybe have been lost in the local post office. :)

  29. i already got my CS Certicate of Eligibilty last july 31. thankful ako coz i passed. un lang mjo disappointed aq sa rating sa numerical ko. 15 items kc ung di q nasagutan dun, super hula nlng. tipong bahala na. nung pinapasa q nga ung papel, nanghihinayang aq, kc ill chek the question kaya q tlga sagutan. nung 5 mins nlng kc nag skip na q sa math at tumalon n q sa gen info. hays sayang tlga. hehe

  31. nope. tumawag lang aq sa csc office. sabi nila magpapadala nga daw ng letter na available na to claim the certificate peo ndi about orientation. as far as i know central luzon lang or region 3 ang may ganun. ung awarding ceremony. Sabi sakin since available na nman daw ung Certicate pwd na daw i claim kahit wala pa ung letter. kaya aun, kinuha q agad. dun n q nag fill up ng form sa office nila :)

  33. Hi sir jed., i got my certificate yesterday ., im just wondering what's the meaning of 7/100 thingy before the grade? and also for those who wants to claim their certificate just bring 1 ID and 1 picture (the ID and pic u used when u took the exam ) thanks sir jed and more power!

    1. 7/100 is the decimal part of your Rating, example, mine's 85.79 or Eighty Five and 79/100 (79-hundredths).. Yours must be XX.07

  35. It is not 80%, as I mentioned above, the examinees will be ranked from highest to lowest and the top 10% will get the 80++ rating. If you have read the general info for the exam,
    "G. PASSING RATE: Eighty (80) " has been written. It is not percentage but a scoring system.

  36. I passed 6 years ago while I was a student. No reviews and no idea what it is all about. I really don't have any idea what it will do to me until I decided to work in the government.
    Hint during the exam : Answer FAST and as many questions as you can. Don't leave unanswered items in your answer sheet.

  39. good day sir! I just passed the CSE-Prof last may 2012 and it happened that walang nakalagay na percentage sa COE nmin, unlike nung 95% and 5% sainyo. Di ko rin makuha right formula nila.


    Anyways, the reason pla ng pagcomment ko dito is to thank you for your reviewers. Out of 20 items, around 4 to 7 ata ang lumabas sa General Info. Because of that, I got 88.62 sa GI! Salamat talaga! Di ko maexplain kung bakit lumabas ung mga yun, na parehong-pareho ung tanong and choices.

  44. hi jed, im so worried about the upcoming result of the exam. The exam is so hard esp the verbal part and im pressured because many of my friends who took the exam a year ago already passed. I only got almost 2 days preparation before I took the exam because im busy at school(end of 1st sem, finals, and other requirements, btw like you im a graduating engineering student when i took the exam). I answered the math part first because for me it's the easiest part however i guessed some item because it's time consuming and i forgot to answer some probability questions. I've felt that i almost guessed the exam except the math and some easy items in analytical. I hope i can make it to the first 10% of the takers.   46. I have a question sir, does it mean that if you have a score within the 80 mark that you are within the top 10% of all the passers? so no one gets a score higher than 89, or is it 90? Am I correct on this? If so then am I correct in understanding that this is similar to a modified percentile rank system? Kind of weird since they used 80s instead of the usual 90s range.

  47. if there is an examinee that scores greater than the rest, I think he/she'll get the 90+ rating. The exam is designed to be very difficult that no one will get a near perfect score. It is also filled with erroneous/glitch questions that requires the examinee to just guess the answer, so to get the 90-100 rating is rare.

  49. They've already changed the percentage allotment for the four types of exam—it's now 84% (Verbal, Analytical, and Numerical) and 16% (Gen. Info.).


    So, as to the computation of your rating:


    [(59.49 + 59.69 + 60.82)/3]*0.84 + 44.68*0.16 = 57.55

  51. hi! so sorry for the confusion but how come your average score did not seemingly match what was on your certificate? I added all the scores then divided the result by four only to get 83.195...Where is the remaining 2.595 enable to make 85.79 your general weighted rating?

  52. More helpful tips:
    Make sure that you don't tamper your answer sheet especially when you're drinking or nibbling something in the middle of the examination otherwise your watcher will automatically give you a failing mark since all answer sheets have corresponding serial numbers provided for each test takers. One more tip, sign your name legibly so that, in case you get to claim your certificate of eligibility, you'll not have a hard time proving your identity to the Civil Service Commission by providing a specimen signature. I guess they could somewhat authenticate the test taker further by comparing his thumb mark from the actual test to present. In doing so, there's a slim chance for it to be compromised compared to one's own signature:)

  53. There's a percent weight above the scores, the Verbal, analytical and numerical are 95% of the total score while the gen info is only 5%. You'll have to Add the Verbal, numerical and analytical, divide it by three multiply it by 95% then add the product of gen info and 5%. Hope that helps with your confusion.

  54. Nope, the watcher don't have the right to fail you, it is up to the commission. Anyway, if you get marked answer sheet, the possibility is it won't be checked automatically or be fed to the system and will be manually checked. You'll have to avoid this because marked sheets are a way to cheat the system (inside job), since it will be manually checked. about the signature, it is the job of the proctor to see if all personal information are legible.

  57. I think they will only mail an invitation card for orientation, not report on rating. Just call for your regional csc office, if the certificates are already ready, your rating will be reflected on your certificate.

  64. it is not a license which can expire or be revoked, it is a certificate and there is no validity date given. It is not a license which we use for signing plans or driving cars, it is an eligibility certificate saying that you have passed a qualification exam from the the civil service commission.

  67. Pwede pa yun sa time ko. Anyway, you can still create your own photo by using a board or bond paper with handwritten name and signature. Just as long as you follow the format, you'll be okay. If they won't accept your photo, there are photo booths outside the csc office.

  71. hello po sir jed sana magkaroon din ako ng certificate tulad nyo at ng nakapasa congrats evrytime i visit you blog and i read some comments i feel encouragement to pursue pass the civil service exam coz i plan to take an exam dis oct. so it is more time to review but i've a bit o nervous kasi yung iba na failed kasi mahina po ako talaga sa math and i practive the vocabulary kasi medyo mehina din po ako but not in filipino sana filipino nalang lahat ng exam hehehe i don't think that i can do it to pass the exam i just pray nalang po sang give some advice more power god bless!

  74. Hi Jed! Super Thank You for this blog. I just took the CSCPPT Exam kanina lang at sobrang depress ako dahil ang hirap tlga ng questions feeling ko babagsak ako (wag namn sana...) mejo gumaan yung pakiramdam ko nung nabasa ko yung explanation about sa computation ng ranking. Self-review lang kasi ako thru internet at bumili pa ko ng book pero nag-karoon lang ako ng idea on what to expect sa exam sa tingin ko hindi tlga umuulit ng questions, at parang walang nangyari sa 1 week review narefresh lang tlga ko sa math then nakatulong yung focus ko sa computation ng fraction and percentage, though nag-online practice ako sa Vocabulary wala namn lumabas ha!ha!. I agree na dapat as much as possible sagutan lahat on my case hinuli ko tlga ung Numerical and Analytical, time consuming kasi un at yung mga hindi ko tlga alam instinct na lang (sana right instinct). Konti lang lumabas sa General Info pero okay na din nabasa ko ung 1987 Constitution and R.A. 6713.

  75. TIPS for future takers: Focus sa Vocabulary http://www.merriam-webster.com/quiz/index.htm, Algebra, Number Series, Problem Solving, Logic, Fractions, Percentages http://www.fibonicci.com/. Ngayon pa lang kaysa FB ng FB try online exam as past time kung nadiscover ko lang sana ng mas maaga mga link na yan. Hindi lang yan for CSC, applicable din for job exam =) Sana maka-pasa tayo co-takers!

    I just passed last April 2013, and the Exam has many questions that will test your vocabulary skills... ( just suggesting ) :)

  83. I have been looking for rankings online since I got my rating for the CSE Prof last July 2008 (same as yours) but to no avail. Until now I am wondering how I placed relative to the other examinees. I got an 86.4 rating and thought that was a low score considering that I am a top student in my university (though checking the later exams, that grade seems to be relative high already). Do you by any chance have any idea as to what the highest rating for that exam was? Or why they failed to publish a list of topnotchers?

    I apologize if my concern seems petty but my goal then was to top the exam so I hope you could help. Thanks.

  89. ang taas ng rating mo ser Jed! hehe, pero ako kuntento na since undergrad naman ako hehe.
    Aminado ako na hindi talaga ako magaling sa verbal/comprehension T_T
    Math lagi inuuna ko dyan at kalahati ng duration ng exam eh nakain ng math hehe tapos huling huli verbal kasi mabagal at paulit ulit ako pag nagbasa.
    Subpro ko 18items ang hinulaan ko sa verbal at sa Pro ko 27items sa verbal din T_T

    Ang hirap maghanap ng work sa private kapag undergrad ka kaya naisipan kong kumuha ng CS Exam. Tapos nung pumasa ako dami ko naapplyan sa Govt hehe.
    Now im currently working sa University of the Philippines Manila.

  90. This is a great tip..I will take the exam on October..I am pretty good in math and i am reading the constitution reviewer now..I am more focus on the english Vocabulary because the question are very tricky...Hope I pass...

  95. I'm gonna take the CSE this coming october and i'm really worried. Since ang hina q talaga sa math especially sa problem solving. i hope i can pass the exam like you guys. really hoping. :(

    Sir Jed, I passed the CS Professional last April 14, 2013 of course with the help of your blog and suggested sites since i was reading it almost a month before the exam, though i passed it and quit contented with my rate on analytical and gen.info my rate on verbal and numerical disappointed me because I've only got 79.27 and 79.65 respectively. My question is, is it possible for me to take the same exam again because i want to make those 79s become higher or at least 80 percent? I mean would civil service allow me to take the exam again even though i already passed this level of exam? thanks sir! hope you would reply to my post. God bless:))

  100. Dude salamat sa tips dito pati dn sa reviewer. I downloaded other reviewers I found sa ibang site. Review review before the exam pra naman makapasa. Took the exam this April and I passed! Woohoo.. Kaya sa mga kukuha, tyaga lng sa review tsaka pray din, hindi ung puro pray lang. Kung kaya ng iba, kaya nio din. Believe in yourself! :)

  101. Hi Mael, I really don't know the answer for that. I think it is allowed as I have heard of stories about PRC takers who were not contented with their scores. I also would like to take another exam, I was thinking about taking the Sub Professional or the Napolcom just for the fun of it.

  106. Mr. Jed pano po mgkakaron ng copy ng certificate of eligibility? I took the exam last october 2013 and luckily i passed. Yey! Results were posted knina lng ata. So how do i get a copy of the certificate? And where can i see the ranking? Thanks. Gpd bless

  107. I passed the CSEPPT last October 13. Yahoooooo~ akala ko talaga tagilid ako kasi last 20 items shade na lang kahit anong letter, lack of time na e. Pero tiwala lang sa Diyos at sarili, ibibigay sayo ang gusto mo. ;) Ngayon, papano ako mag aapply ng trabaho? Huhu. Pangarap ko talaga makapasok sa isang government office e. Haha. >.<
